COVID-19 Requirements & Guidelines

Aruba’s COVID-19 Test Requirements

Effective March 19th, 2022, all travelers are no longer required to present a COVID-19 negative test result or proof of vaccination. All travelers are still required to complete Aruba’s Embarkation/Disembarkation Card before arrival, which is the country’s digitized customs and immigration process.

United States' COVID-19 Test Requirements

UPDATED June 13, 2022 | Applicable to U.S. Citizens arriving from a foreign country to the United States by air.

o As of June 12, 2022, CDC will no longer require air passengers traveling from a foreign country to the United States to show a negative COVID-19 viral test or documentation of recovery from COVID-19 before they board their flight.

o As a result of a court order, effective immediately and as of April 18, 2022, CDC’s order requiring masks on public transportation conveyances and at transportation hubs is no longer in effect. CDC continues to recommend that people wear masks in indoor public transportation settings at this time.

UPDATED June 13, 2022 | Applicable to non-U.S. citizen, nonimmigrant passengers arriving from a foreign country to the US by air.

o Requirement for Proof of COVID-19 Vaccination for Air Passengers.

o Some categories of noncitizen, nonimmigrants are excepted from this requirement. If you meet the criteria for one of these categories, you will need to fulfill additional requirements to travel by air to the United.

o On October 25, 2021, the President issued a Proclamation to suspend and limit entry into the United States for non-U.S. citizens who are nonimmigrants, referred to as “Covered individuals,” seeking to enter the United States by air travel and are not fully vaccinated against COVID-19.

Before You Leave the United States

- Make sure to plan ahead and check the current COVID-19 situation at your destination by visiting CDC.gov.

- Follow all requirements of conveyance operators (such as airlines, cruise lines, buses) as well as any requirements at your destination, whether traveling by air, land, or sea, including mask wearing, proof of vaccination, testing, or quarantine. Requirements may differ from U.S. requirements. If you do not follow your destination’s requirements, you may be denied entry and required to return to the United States at your own additional expense.

- If you have a medical condition or are taking medication that weakens your immune system, you might NOT be fully protected even if you are up to date with your COVID-19 vaccines. Talk to your healthcare provider about your risk before travel and consider delaying travel to areas with high COVID-19 levels. Even after vaccination, you may need to continue taking all precautions.

- Consider getting tested for current infection with a viral test as close to the time of departure as possible (no more than 3 days) before travel.

Do NOT Travel If…

- You have COVID-19 symptoms, even if you recovered from COVID-19 within the past 90 days or are up to date with your COVID-19 vaccines.

- You tested positive for COVID-19. Do not travel until a full 10 days after your symptoms started or the date your positive test was taken if you had no symptoms.

- You are waiting for results of a COVID-19 test. If your test comes back positive while you are at your destination, you will need to isolate and postpone your return until it’s safe for you to travel. Your travel companions may need to quarantine.

- You had close contact with a person with COVID-19 and are recommended to quarantine. Do not travel until a full 5 days after your last close contact with the person with COVID-19. It is best to avoid travel for a full 10 days after your last exposure.

o If you must travel during days 6 through 10 after your last exposure:

- - Get tested at least 5 days after your last close contact. Make sure your test result is negative and you remain without symptoms before traveling. If you don’t get tested, avoid travel until a full 10 days after your last close contact with a person with COVID-19. - - Properly wear a well-fitting mask when you are around others for the entire duration of travel during days 6 through 10. If you are unable to wear a mask, you should not travel during days 6 through 10.

During Travel

Protect Yourself and Others by following these CDC guidelines:
o Everyone aged 2 years or older—including passengers and workers— should properly wear a well-fitting mask or respirator in indoor areas of public transportation (such as airplanes, trains, buses, ferries) and transportation hubs (such as airports, stations, and seaports), especially in locations that are crowded or poorly ventilated such as airport jetways. Travelers 2 years of age or older should wear well-fitting masks in indoor public places if they are in an area where there is a high level of COVID-19, they or someone they live with has a weakened immune system or is at increased risk for severe disease.

- - Some masks and respirators offer higher levels of protection than others, and some may be harder to tolerate or wear consistently than others. Wear the most protective mask you can, that fits well, and that you will wear consistently while traveling.

- - You may choose to properly wear a well-fitting mask outdoors in crowded settings and for activities with close contact with others, particularly if you or someone you live with has a weakened immune system or is at increased risk for severe disease.

- - Wash your hands often with soap and water or use hand sanitizer with at least 60% alcohol.

If you had close contact with a person with COVID-19 but are NOT recommended to quarantine

- Get tested at least 5 days after your last close contact. Make sure your test result is negative and you remain without symptoms before traveling.

o If you had confirmed COVID-19 within the past 90 days, you do NOT need to get tested, but you should still follow all other recommendations (including getting tested if you develop COVID-19 symptoms).

- If you travel during the 10 days after your last exposure, properly wear a well-fitting mask when you are around others for the entire duration of travel during the 10 days. If you are unable to wear a mask, you should not travel during the 10 days.

Before Traveling to the United States

Land Travel requirements differ from air travel. For information about COVID-19 requirements for land travel, visit the U.S. Department of Homeland Security’s Fact Sheet: Guidance for Travelers to Enter the U.S. at Land Ports of Entry and Ferry Terminals.

Contact Information is Required for all passengers. All air passengers to the United States will be required to provide contact information to airlines before boarding flights to the United States. This strengthens a travel process already in place to rapidly identify and contact people in the U.S. who may have been exposed to a communicable disease, such as COVID-19. Access to travelers’ contact information will allow U.S. federal, state, and local health departments, and agencies to share appropriate health and public health information necessary to help keep the public safe.

After Arrival in the United States

You might have been exposed to COVID-19 on your travels, whether you traveled by air, land, or sea. You might feel well and not have any symptoms, but you can still be infected and spread the virus to others. For this reason, CDC recommends the following:

- If You Are NOT Vaccinated and Up to Date with your COVID-19 Vaccines

o Stay home and self-quarantine for a full 5 days after travel.

o Follow additional recommendations below for ALL travelers.

- All Travelers:

o Get tested with a COVID-19 viral test 3-5 days after travel.

o Self-monitor for COVID-19 symptoms; isolate and get tested if you develop symptoms.

o Follow all state, tribal, local, and territorial, recommendations or requirements after travel.

- If Your Test Result is Positive or You Develop COVID-19 Symptoms, isolate yourself to protect others from getting infected. Learn what to do and when it is safe to be around others.

- If you recovered from a documented COVID-19 infection within the past 90 days (regardless of vaccination status), you do NOT need to get a test 3-5 days after travel. You also do not need to self-quarantine after travel. If you develop COVID-19 symptoms after travel, isolate and consult with a healthcare provider for testing recommendations.

o Smart Traveler Enrollment Program (STEP) | The Smart Traveler Enrollment Program (STEP) is a free service of the Bureau of Consular Affairs (U.S. Department of State) to allow U.S. citizens and nationals traveling and living abroad to enroll their trip with the nearest U.S. Embassy or Consulate. By enrolling in the program, travelers receive important information from the Embassy about safety conditions in your destination country, helping you make informed decisions about your travel plans. Enrolling also enables the U.S. Embassy to contact you in an emergency, whether natural disaster, civil unrest, or family emergency, as well as help family and friends get in touch with you in an emergency. We’ll make stops at key locations throughout the island, with the final stop at Baby Beach, a smooth stretch of sand with shallow waters that is perfect for snorkeling and relaxing. This all-encompassing excursion passes through popular points of interest like the Ostrich Farm, the Caves, Twin Natural Bridge/Blackstone Beach, Arikok National Park, Seroe Colorado, the Donkey Sanctuary, and a local restaurant for an authentic lunch.

United States Re-Entry Requirements

Before boarding a flight to the US, you are required to show a negative COVID-19 test result taken no more than 1 day before travel. There is also an option for people who have documented recovery from COVID-19 in the past 90 days. Children under 2 years old do not need to test.

- You must show your negative result to the airline before you board your flight.

- If you recently recovered from COVID-19, you may instead travel with documentation of recovery from COVID-19 (i.e., your positive COVID-19 viral test result on a sample taken no more than 90 days before the flight’s departure from a foreign country and a letter from a licensed healthcare provider or a public health official stating that you were cleared to travel).

- You must be tested with a viral test to look for current infection – these include an antigen test or a nucleic acid amplification test (NAAT). Phrases indicating a test is an antigen test could include, but not are not limited to:

o Rapid antigen test

o Viral antigen test

o Also, could be noted as Antigen Chromatographic Digital Immunoassay, Antigen Chemiluminescence Immunoassay, or Antigen Lateral Flow Fluorescence

o Examples of available NAATs for SARS-CoV-2 include but are not restricted to:

§ Reverse transcription polymerase chain reaction (RT-PCR)

§ Isothermal amplification including:

· Nicking endonuclease amplification reaction (NEAR)

· Transcription mediated amplification (TMA)

· Loop-mediated isothermal amplification (LAMP)

· Helicase-dependent amplification (HDA)

· Clustered regularly interspaced short palindromic repeats (CRISPR)

· Strand displacement amplification (SDA)

o The test used must be authorized for use by the relevant national authority for the detection of SARS-CoV-2 in the country where the test is administered.

- You can use a self-test (sometimes referred to as home test) that meets the following criteria:

o The test must be a SARS-CoV-2 viral test (nucleic acid amplification test [NAAT] or antigen test) with Emergency Use Authorization (EUA) from the U.S. Food and Drug Administration (FDA) OR the relevant national authority where the test is administered. Click here for a list of authorized At-Home OTC Covid-19 Diagnostic Tests

o The testing procedure must include a telehealth service affiliated with the manufacturer of the test that provides real-time supervision remotely through an audio and video connection. Some FDA-authorized self-tests that include a telehealth service may require a prescription.

o The telehealth provider must confirm your identity, observe the sample collection and testing procedures, confirm the test result, and issue a report that meets the requirements of CDC’s Order (see “What information must be included in the test result?” below).

o Airlines and other aircraft operators must be able to review and confirm your identity and the test result details. You must also be able to present the documentation of test results to U.S. officials at the port of entry and local/state health departments, if requested.

o Some countries may restrict importation of tests that are not authorized or registered there. If you are considering bringing a U.S.-authorized test with you for use outside of the United States, contact authorities at your destination for information before you travel.

What To Do If You Test Positive for COVID-19 While Traveling Internationally

Guidelines are subject to change.

- Per the CDC, passengers that test positive for COVID-19 are recommended to not Travel for a full 10 days after symptoms started or the date the positive test was taken if you had no symptoms. The Day you test/first day of symptoms is considered Day 1.

- Some airlines will allow travel five days after a positive test with proof of recovery. Please make sure to review the Covid information on the airline carrier’s website.

- Local/Country restrictions can differ and may require different length of quarantine following positive testing.

- Proof of recovery can be obtained via tele-doctor appointments. Clients can work with their own health insurance, or we recommend working with Medi24.

Aruba’s COVID-19 Test Requirements

Effective March 19th, 2022, all travelers are no longer required to present a COVID-19 negative test result or proof of vaccination. All travelers are still required to complete Aruba’s Embarkation/Disembarkation Card before arrival, which is the country’s digitized customs and immigration process.

United States' COVID-19 Test Requirements

UPDATED June 13, 2022 | Applicable to U.S. Citizens arriving from a foreign country to the United States by air.

o As of June 12, 2022, CDC will no longer require air passengers traveling from a foreign country to the United States to show a negative COVID-19 viral test or documentation of recovery from COVID-19 before they board their flight.

o As a result of a court order, effective immediately and as of April 18, 2022, CDC’s order requiring masks on public transportation conveyances and at transportation hubs is no longer in effect. CDC continues to recommend that people wear masks in indoor public transportation settings at this time.

UPDATED June 13, 2022 | Applicable to non-U.S. citizen, nonimmigrant passengers arriving from a foreign country to the US by air.

o Requirement for Proof of COVID-19 Vaccination for Air Passengers.

o Some categories of noncitizen, nonimmigrants are excepted from this requirement. If you meet the criteria for one of these categories, you will need to fulfill additional requirements to travel by air to the United.

o On October 25, 2021, the President issued a Proclamation to suspend and limit entry into the United States for non-U.S. citizens who are nonimmigrants, referred to as “Covered individuals,” seeking to enter the United States by air travel and are not fully vaccinated against COVID-19.

Before You Leave the United States

- Make sure to plan ahead and check the current COVID-19 situation at your destination by visiting CDC.gov.

- Follow all requirements of conveyance operators (such as airlines, cruise lines, buses) as well as any requirements at your destination, whether traveling by air, land, or sea, including mask wearing, proof of vaccination, testing, or quarantine. Requirements may differ from U.S. requirements. If you do not follow your destination’s requirements, you may be denied entry and required to return to the United States at your own additional expense.

- If you have a medical condition or are taking medication that weakens your immune system, you might NOT be fully protected even if you are up to date with your COVID-19 vaccines. Talk to your healthcare provider about your risk before travel and consider delaying travel to areas with high COVID-19 levels. Even after vaccination, you may need to continue taking all precautions.

- Consider getting tested for current infection with a viral test as close to the time of departure as possible (no more than 3 days) before travel.

Do NOT Travel If…

- You have COVID-19 symptoms, even if you recovered from COVID-19 within the past 90 days or are up to date with your COVID-19 vaccines.

- You tested positive for COVID-19. Do not travel until a full 10 days after your symptoms started or the date your positive test was taken if you had no symptoms.

- You are waiting for results of a COVID-19 test. If your test comes back positive while you are at your destination, you will need to isolate and postpone your return until it’s safe for you to travel. Your travel companions may need to quarantine.

- You had close contact with a person with COVID-19 and are recommended to quarantine. Do not travel until a full 5 days after your last close contact with the person with COVID-19. It is best to avoid travel for a full 10 days after your last exposure.

o If you must travel during days 6 through 10 after your last exposure:

- - Get tested at least 5 days after your last close contact. Make sure your test result is negative and you remain without symptoms before traveling. If you don’t get tested, avoid travel until a full 10 days after your last close contact with a person with COVID-19. - - Properly wear a well-fitting mask when you are around others for the entire duration of travel during days 6 through 10. If you are unable to wear a mask, you should not travel during days 6 through 10.

During Travel

Protect Yourself and Others by following these CDC guidelines:
o Everyone aged 2 years or older—including passengers and workers— should properly wear a well-fitting mask or respirator in indoor areas of public transportation (such as airplanes, trains, buses, ferries) and transportation hubs (such as airports, stations, and seaports), especially in locations that are crowded or poorly ventilated such as airport jetways. Travelers 2 years of age or older should wear well-fitting masks in indoor public places if they are in an area where there is a high level of COVID-19, they or someone they live with has a weakened immune system or is at increased risk for severe disease.

- - Some masks and respirators offer higher levels of protection than others, and some may be harder to tolerate or wear consistently than others. Wear the most protective mask you can, that fits well, and that you will wear consistently while traveling.

- - You may choose to properly wear a well-fitting mask outdoors in crowded settings and for activities with close contact with others, particularly if you or someone you live with has a weakened immune system or is at increased risk for severe disease.

- - Wash your hands often with soap and water or use hand sanitizer with at least 60% alcohol.

If you had close contact with a person with COVID-19 but are NOT recommended to quarantine

- Get tested at least 5 days after your last close contact. Make sure your test result is negative and you remain without symptoms before traveling.

o If you had confirmed COVID-19 within the past 90 days, you do NOT need to get tested, but you should still follow all other recommendations (including getting tested if you develop COVID-19 symptoms).

- If you travel during the 10 days after your last exposure, properly wear a well-fitting mask when you are around others for the entire duration of travel during the 10 days. If you are unable to wear a mask, you should not travel during the 10 days.

Before Traveling to the United States

Land Travel requirements differ from air travel. For information about COVID-19 requirements for land travel, visit the U.S. Department of Homeland Security’s Fact Sheet: Guidance for Travelers to Enter the U.S. at Land Ports of Entry and Ferry Terminals.

- If You Are NOT Vaccinated and Up to Date with your COVID-19 Vaccines

o Stay home and self-quarantine for a full 5 days after travel.

o Follow additional recommendations below for ALL travelers.

- All Travelers:

o Get tested with a COVID-19 viral test 3-5 days after travel.

o Self-monitor for COVID-19 symptoms; isolate and get tested if you develop symptoms.

o Follow all state, tribal, local, and territorial, recommendations or requirements after travel.

- If Your Test Result is Positive or You Develop COVID-19 Symptoms, isolate yourself to protect others from getting infected. Learn what to do and when it is safe to be around others.

- If you recovered from a documented COVID-19 infection within the past 90 days (regardless of vaccination status), you do NOT need to get a test 3-5 days after travel. You also do not need to self-quarantine after travel. If you develop COVID-19 symptoms after travel, isolate and consult with a healthcare provider for testing recommendations.

By enrolling in the program, travelers receive important information from the Embassy about safety conditions in your destination country, helping you make informed decisions about your travel plans. Enrolling also enables the U.S. Embassy to contact you in an emergency, whether natural disaster, civil unrest, or family emergency, as well as help family and friends get in touch with you in an emergency. Enroll today by visiting https://step.state.gov/.
